Not knowing beans about track maintenance/repairs/etc., it would appear that installing rail joiners was more cost effective than replacing a whole section of rail. I've noticed this practice in more than one photo of the Milwaukee Road in its final days. I suppose scarce resources is the mother of patch-ups. A sobering reminder left behind 31 years ago.
