It would be a Limited to Clear if it where flashing green, or the mast had an L plate. I can not see an L plate on the mast so it could easy be a medium to clear. Which is Rule 422 in the CROR and states: Proceed, medium speed passing signal and through turnouts. Medium speed is a speed not exceeding 30MPH. If you go to the site TCRC355.com(which is the teamster site for Calgary, AB), you can stroll down to operating rules and there click onto CROR.
