Is that tube a rail road station or just a fancy piece of wasted money?

The tube is not a station but a sound barrier for the building below and surrounding buildings. It does a great deal of reducing the sound the clicking rails of passing trains.

That is neat, something that is aesthetically pleasing and functional too.
