That's my video camera on the little tripod under the sign next to the Daylight painted tool car. I just posted the video from that today.

The structure those people are standing on, is a type on loading facility that existed to allow the loading of various materials into rail cars. These structures were called "Truck Dumps", and were used to load coal hoppers and other open rail cars like gondolas. The ramp which is in the up position, could be lowered to allow a dump truck to dump it's load directly into the rail car. There was a rail siding that ran closely past this structure, but has been removed.
