I didn't know Amtrak still had a P40DC in Phase 3 paint in 2003.

They did, but only on a handful of their locomotives. In 2003, there were still about 3-4 P40DC locomotives wearing Phase III paint, the rest wore the Phase IV and Phase V at that point
