You caught a "tin-stacker"! And from the looks of the stack, it was a coal burner, tall, for good draft. The diesel boats had a shorter, fatter stack.

Between the equipment in use, the early morning light, and the passenger who appears to be focused inward, perhaps reading, I get the sense that IF Duluth had had a commuter service, it would have looked like this.
