In my day, this was handled by Montgomery - Atlanta train #208 (and counterpart #211). The Western Railway of Alabama would empty the engine terminal with whatever assortment of power they could muster, usually a mix of GP7's and GP40's, and the train would still be under-powered to climb the hill where you took this photo.
