BN/BNSF had no choice in ordering the SD70MAC's with HTCR trucks because that was standard equipment for the model. The HTCR is only a a 3 axle design. With the introduction of the EMD SD70M-2 and SD70ACe a new rigid truck design was offered as standard equipment, the HTSC truck, in an effort to lower cost of the locomotive. The HTCR radial is now an extra cost option.

Not wanting to be pedantic but it should be three axles and three motors per truck.
