whats happening to the train?

The train isn't going to be running anymore, it is not 100% what they are going to do about the frieght and tankers with gasoline that get filled up at the port for Northern Vermont that 450 was known for.

oh...I'm not really good with the train ID's on the CP but the 450 is from the Port of Albany to Mechanicville yard, right?

No, it originated out of Saratoga and made a trip down to Kenwood and back everyday. It did that for years but just recently, again trying to cut costs, it changed to where it originated out of Kenwood, so it would leave Kenwood around 4, time varied everyday, it would go up to Saratoga but did the switching job the local used to do at Momentive in Halfmoon Waterford and continued its trip to Saratoga to interchange cars with CP 253 and make its return trip to Kenwood very early in the morning.
