They did, this "locomotive" is actually an NPCU (Non-Powered Control Unit).

Amtrak 406 is an operational F40PH, not a NPCU. NPCUs don't have head end power.

No, 406 is in fact an NPCU. Some of Amtraks NPCU's have a stand-alone generator engine for supplying HEP to a train. This unit is completely nonfunctional as it is unable to move under it's own power.
