These "Monsters" would have been a fitting replacement for the venerable GG1 had they been better designed and built. They "should" have still been running today, of course, having gone through their "nth rebuild."

Yes, unfortunately they never did manage to replace the venerable GG1's. The problem was they were simply designed too heavy for the 120mph speeds they were expected to achieve, resulting in a couple of unfortunate derailments during testing & the FRA limiting them to 90mph. In particular I believe the weight of the trucks contributed to hunting at high speeds. In spite of its limitations, the E60 was the first American thyristor-controlled locomotive & the control & other systems were basically sound with many units in service for decades on mine-to-power plant railways.
