Question! What's with the things that look like steering wheels on it? What are they used for?

According to the LORAM website, it is part of the filtration system to the production grinders. It helps in the reduction of grind dust emitted to the atmosphere. I am wondering if those things that look like steering wheels might have filters inside each one, and the crew turns the wheel to remove the cover and access the filters. It also looks like there is an auxiliary power unit (APU) on each side with the duct next to the filters.
