Playing in Google found on army dot mil - and it is likely that various exchanges are ongoing - "Mongolian television network station TV9 interviews Col. There are US military forces in the area, which explains the man in AF ABUs. Though I cannot recall why they're there.

Earlier this month the US participated in a joint multi-national training exercise with the Mongolian military and a half dozen or so other nations. The derailment may have been near the training area.

All the services now look alike. When I "was there" at least you could tell which branch of the military that person was attached to and their rank.
