The freshly graded area on the hillside to the upper right of the tunnel is the beginnings of a deep new cut that will allow two-tracking of this section of the Tehachapi route. The original plan was to two-track the entire route, but funding changes have scaled back the project to improvements in just the key bottlenecks, as per sources.
