Is the flat car loaded with fuel tanks bound for the EMD plant?

The profile isn't right for an EMD fuel tank. If i had to make an educated guess, i'd say they were going to Oshkosh Truck in Oshkosh WI (my hometown) to be used on the backs of their aircraft refueling tank trucks. Even though i grew up in Oshkosh, i can't remember seeing any of these being delivered to Oshkosh.
