Can't be a slug without traction motors, as the caption states. More than Likely this unit is being used as a "cab control" type of car so the crew can run with a single (powered) unit without having to run long hood forward. In my opinion, it would've made much more sense to turn the retired units into slugs, as CSX has been doing for many many years now.

There was no need for a powered slug (daughter) in this and other cases as the DTS (Dedicated Train Service) only required one unit to haul the tonnage being handled. Same situation applied to the Roadrailer running between Lambton and Detroit. Two units would be a waste of a unit and fuel.
