Actually that's Route 440, the West Shore Expressway (now also known as the "Peal Harbor Memorial Expressway). The SIE (I-278) runs from the Goethals Bridge to the Verrazano Narrows Bridge, and connects with this road just beyond the Goethals Bridge toll plaza.
