Track work? On a line that sees no trains? Is something changing at CGR?

Hard to tell what is going on in Mexico, however all that grade work is less than a year old - due to the lack of vegetation. The Anza Borego area has received a lot of rain over that last year (unusual) and the vegetation around Dubbers Siding (where the derailed Metra cars are located) has grown phenomenally. The PIR has once again after a management re-org stated that they are going to provide cross border container service, which is a step up from their Coyote Wells to Plaster City plan of last year. I really wonder where the principles of PIR get their money, because this whole project makes no sense out in the real world.
