I found you have to look at the person (engineer, conductor, fireman, rear or front brakeman) who is to receive the order of what ever you are hooping up. The at person will signal you which way to move the fork. If it it too far away the person may not be able to reach it. Too close and it may hit the mirror or another part of the train and jump off the fork before the person gets to grab it.

After working a station for while, you knew where to stand and at what height and angle to hold the fork. Note that the string is in the clip on the side the train is heading. This makes for a smoother "pluck" as the train crew pulled the loop and the operator held onto the fork.
