The interlocking probably has bulb out protection. Removing the signal would probably involve re-certifying the entire interlocking. Very expensive.

This brings back reminders of CN here in NE Wisconsin on the former Subdivision between Manitowoc and Green Bay, WI. Wisconsin Central (pre-CN) removed the rails between Rockwood, WI and Denmark, WI in prevention of Union Pacific gaining their own access to Green Bay, WI. The crossing for these rails remained intact over the crossing with no tracks on either side of the road. The power was still turned on for the crossing control box for whatever reason it was but CN was paying electricity for something that did not exist in almost one year. It was brought to their attention and they swiftly cut the wires and removed the box. (I was not the one who told them just so everyone knows...it was a photo posted online and someone at CN I'm guessing saw it)
