It would seem that they could put up a traffic light for the path. If the red light is showing, it means that the above monster will be coming through soon, and green means no train is near. It wouldn't be too hard to have a way to activate the red light from the locomotive.

The railroad was here first. They could simply route the trail over or around the mountain, giving the trail users some much needed exercise!
