"the old one will be converted to a security tunnel." Does that mean it will have cross-connections to the new tunnel, or will it be used for some other type of security?

Yes it will be used for evacuation in case of fire. In German there is no differentiation between safety and security, thus the confusion. Regards Felix

Yes, felix explained it right. The right word is safety tunnel. There will be 12 connections between the tunnels and the safety tunnel will have light overpressure.
