My question is, why does GE have a locomotive plant in Ft. Worth (producing 5-7 locomotives per week) when there are hundreds of locos just sitting around America?

Most of the locos GE is producing are ones ordered and most likely partially paid for before the traffic downturn. I am sure there are all kinds of accounting reasons as well.
