The PIR never maintained the line and it was ordered shut down until they did.

I believe the embargo order was for track conditions, including tunnels and bridges.

And here is an example of what makes the Railfan experience at Rail Pictures so unique and fulfilling. The first comment asks why an embargo was put in place. The second comment answers the question. And the third tells you how many rivets it takes to make an embargo. Bravo! :-)
