Yes, There were 10 operational SY locomotives at Fuxin in December 2015 and one more that had been re-fitted in the workshop. They were finally phased out in August 2016. Sandaoling in north-west China had 10 JS locomotives working last February (2017) when I last visited and it looks like steam will continue here for the next 2-3 years or so until the coal reserves run out. There are still pockets in China with SY locos still working but very rare. Wu Jiu being one example in Inner Mongolia - I have uploaded images from here. Pingzuang still has some SY's too but ther don't work all the time.
