Why do CSX office car consists have a power car? The F40s were purchased from Amtrak. Therefore they should have HEP. If this is true, then there is no need for a power car.

I am guessing CSX crews want to hear themselves think. HEP causes F40's prime mover to operate constantly at speeds much higher than idle and the noise that that makes.
