A seven percent grade ?!?!?! Are there cogs between the rails? Reminds me of some european model railroad photos I've seen.

No cogwheel used. 7 % is a grade which is possible by adhesion with not too heavy trains. On the Bernina line of the RhB, the main part has a grade of 7.0 %.

I was lucky enough to make the trip from Chur to Tirano as part of my honeymoon. It was one of the most beautiful things I've ever seen. The grades really are something else. You feel like you're barreling down the mountain on a sled on the descent into Tirano.
