I'm curious, did GM build the cab and trucks? Or did the Brazilians retruck them?
Does London manufacture the cab?

It sounds like you're assuming these are rebuilds like the BB40-2, BB36-7, etc. These are new builds like the BB40-9W, in this case made in Brazil.
