Has there been any official comment on the cause of the bridge failure?

@mmi16: During the summer of 2016, the course of the river was intervened upstream, intervened irregularly and without authorization. The winter of the same year arrived, and with the increase of the flow of the river, three sections of the bridge fell while a freight train passed.

Sounds as if 'scour' from the increased flow undermined the footings for the bridge piers thereby making them unstable and unable to support the weight of the train.
