Why is this called Roy Hill Australia, but in the USA?

James, these locomotives are being built by GE Transportation in the US, and will then be shipped to Roy Hill in Australia where they will operate.

Are there a 4 ft 8 and 1/2 inch tracks in Australia? I know that nation has at least three different gauges? Or is this on a test track?
