Hmm, looks like someone violated operating rules. It's against the rules to couple a high level diapragm to a low level, unless the low level has rubber diaphragms, which it doesn't look like it does. People can spend time on the street for that.

You would be right, however, you cannot go between both trains. The VIA set was deadheading to sarnia to replace the Amtrak trainset the next day, as the International has been cancelled. Therefore it's not breaking any rules.. besides, that's also in Canada, the rules are different.. It's also not the first time this has occured, in the Fall of 2003 VIA #89 rescued #88 and the next morning they ran together in a similar configuraiton to the last International in Canada..
