Shipping is not always straight forward,the ship may have to call at other ports to load and unload cargo. if it is a full ship load that is different,some locos that have come to Australia have been on the water for nearly a month.

Light power cannot be secured on the BNSF without it being protected by derails. So, if there's no derails a car must be attached.

That's not the reason here. There is a derail just north of the power before BNSF takes it, and units are set out here by BNSF, and for BNSF with no cars attached. That car was in the GE plant grounds prior to this.

I think that hopper is just for braking or protection of the units during transport. They would not put parts of anything in a open top hopper. Typically parts, trucks and such are on more flatcars.
