There appears to be some sort of spoiler at the rear of the locomotive to offset the higher first car in the passenger consist. There is no NPCU at the rear that can be seen. It seems doubtful that the loco is pushing.

The Surfliners run with a Cab Car on one end and a locomotive on the other. They operate as a push / pull unit. Northbound from Los Angeles to San Luis Obispo the train is pulled by the Locomotive. On the return southbound to Los Angeles the Cab Car is the head end. This is Train No. 774 SLO to Los Angeles.
