Not really convinced this was a tagger. Otherwise, the car number would be partially covered by the white paint.

Why not let these taggers paint rail cars to save money? They do a good job with their imagination. This one I like, although, I think it is a crime. Did they mask over the car's numbers? Because the one is slightly different in color.
