This is exactly what CN has been doing for years. It's hard on the track and locomotives, and the trains are too long for some of the passing loops on the Montreal-Toronto line so passenger trains are held up because the freights cannot get out of the way, not to mention the ride on VIA is very rough now because of the deteriorating track conditions.
