what's with the outside border rail?

Looks like new rail that was dropped by a rail train and is waiting to be installed.

Sport! The outside rails you see are strips of continuous welded rail that were dropped last fall in preparation for upgrading the Housatonic's rail (most dated in the 1920's) to modern standards. Note the stacks of ties on the right hand side of the train.
