It's a litigious society now - how many ambulance-chaser commercials did you see back in 78? Add the horrible, pathetic act of graffiti to the mix, and it's absolutely no wonder the RR's "welcoming tolerance", which cost them untold dollars in the years following your photo, has mostly disappeared. It's a colossal shame to be sure, but quite justified all the same.
