From the looks of the switch targets, I think the crew was going to retrieve the B30-7 on the house track.

Frank, I think you are correct, but I did not trust my memory. I think the agency was closed way before this photo, so it's hard to come up with other reasons why the power was cut-off and the crew member was on the ground.
