Funny thing is that even in N scale, Atlas FM H16-44s and H16-66s out pull their EMD GP9 and SD7/9 counterparts. They are still in use on my model railroad (MILW and C&NW).

I find the same is true in HO the H16-44 definitely out pull even the SD9 I have. Milw, CNW, CRIP for me. Actually just getting back into it. Rolling stock and locos. Even my Cliners pull harder and run smoother.
