Was this before the steps and the park were built?

This was before the park underwent renovations, and the PRR 1361 K4 was still on display. Track 2 of the 4 track mainline was still in place, but out of service before removal, thus the reason that this eastbound coal train is running on track 3.

No the steps and the park were there. The K$ was on display at this time. at this time.It looks run down because of all of the cinders on the ground and the Feds had not made it a National historic Landmark yet.
