This doesn't look like any of the livery options NCTD had the public vote on. Anyone know what happened with that?

I have a theory on this ... None of the SC-44 schemes are very complex, as it appears that Siemens may be averse to trying to paint much over that open radiator section of the carbody. Even the new scheme for the first few Amtrak units (ALC-42 locomotives, which have nearly the same carbody as these: https://media.amtrak.com/media-images/alc42-charger-locomotives/) don't attempt any striping or other design elements over that opening. So perhaps that's why the more complex and visually pleasing schemes were not chosen.
