This loadout structure is not like anything else I have ever seen before. I have a lot of family menbers and friends who have worked at coal mines in Tennessee and Kentucky. All but two have lost their jobs because of power plants turning to alternate fuels to generate energy. The Bull Run coal-fired steam plant operated by TVA near Oak Ridge, TN is to be closed soon as I have heard. I reside north of LaFollette, TN along the CSX tracks which is the KD Subdivision. Used to see coal trains loaded and unloaded pass by my place all the time. Now, I may see a coal train once per week if that. Don't even see many trains at all since CSX took on this "precision railroading" method. Bad idea, if you ask me.
