These units are likely yard locos for short distance moves, and emergency extra power on long distance trains. I've seen that first unit here in Michigan where I live. They don't paint them because they don't need it. Painting anything this size is very expensive and it adds quite a bit of weight since it's such a durable paint. They've only repainted these units when they get a complete rehab with replacement of major parts that are either not painted and new, or taken off of other scrapped units.
