Good to see a New York photo from a new angle. Curious though, what are the orange objects that seem to be haphazardly placed ?

Those are mesh webbing, placed under every joint location to prevent bolts from falling to the street below. Aroun ld this time there was a big push to install wire baskets at these locations, but there wasn't enough stock of wire baskets and the manufacturer couldn't produce them as quickly as needed, so temporary mesh was used in the meantime.
