Thats a very short siding. It looks like it was once used for a passing place for interurbans.

@Alex, Its a siding that needs to swing out the opposite way probable for clearance/curvature issues. I f Greg would have included a little more foreground it would be more explanatory. In this case, a picture is only worth 900 words!

The customer siding goes out to one side of the tracks and then reverses back over the main via a diamond to allow a wider turning radius to serve the industry. This is often called a "Jug Handle". That switch is no longer used though.

They should probably put a few of those "sidings" in to get around double parked cars, lol. Cool shot, and interesting detail, caption and follow up in the comments.
