It looks like the stack has been temporarily removed from the ship and is resting on the dock behind the flatcar. Somewhere there would a pile of all the uptakes and other duct-work that was removed to open up a hole big enough for a 16-567.

I actually think that is the stack for the new power plant behind the diesels. Doesn't look like it has been painted yet. Fortunately I heard the story of this project many years ago from John.
