Interesting picture, I can't imagine that engine is pushing or pulling those cars even if empties.

24 cars, let's say each is 30 tons empty + 100 tons load, 720 tons empty or 3120 tons loaded, I think 0.25% of that is enough to start a train with roller bearings, which would mean it only needs 3600lb tractive effort for empties or 15600lb for loads. I expect some railroader will give more accurate figures, but the general idea remains true: it takes little force to move a train on level track.
