Ironically when this photo was posted on RP, I was watching a documentary about WWII that showed one of these locomotives being used to pull a passenger train. The train was being used to transport Japanese/Americans who were being released from a Japanese/American internment camp.

I'll second the comment about the crude look of this locomotive. It quite literally looks like they took a conventional 2-8-8-2 and simply flipped it around, coupled the tender to the pilot, ran a little plumbing for fuel and water, and enclosed the back of the cab. Later designs definitely had a more purpose-built look. Unfortunate that more of these did not survive. It certainly would be a hoot to see one operate.

Note the two Brakemen sitting on the walkway on the top of the 2nd car from the tender.
