While not necessarily the case here, loaded bulk trains are sometimes parked on this bridge to serve as a "Wind Block", to keep the strong lake winds from knocking lighter container / trailer trains off the tracks. The dispatchers actually have a delay code (Wind Block) they can apply to trains delayed by this situation.
