That looks like a modular Genset. 2 completely independent generators housed in removable cabinets. This would facilitate major maintenance by allowing to just swap genset modules. If built on a frame with access doors below the support rail and buss bar contacts on the end you might need only to set the cabinet and connect the fuel supply line, and return line and secure it to the support rails.
